[ The advantage of Jack's many connections is that when push comes to shove and he really needs something, he gets it. So, when cures had started being distributed on Westerley? He had absolutely been first in line to take one. There was no small part of that motivated by a fear he didn't exactly want to admit to, but, hey! It's all fine now. No problem.
But for some reason, his higher ups didn't want him coming back to Intake for a few days "just to make sure" or some crap like that. For someone with as much energy as Jack, this is something he hates. He dislikes having nothing to do, and not even having much in the way of information to go digging in, Jack decides to indulge in a hobby that feels almost old now. It's only been a few years since he was working tech and engineering instead of management, but it still feels like a lifetime ago.
Still. With the prospect of not being able to go to work for a few days, he'd reached out to some contacts, offering a general "give me an idea, I'll make you some crap" kind of contract. It's the equivalent of a hobby for him, but on the rare occasions he offers, he tends to get a few bites. It's enough for him to have some variety, and there was one in particular that had caught his eye enough to pick it up. One, it was pretty simple, and he could turn it over in a day or so, but two? He also had a few ideas to go with it to really make it better.
Kate might not have expected a quick turnaround, but no more than a day after she'd asked, she gets a ping back with an address attached. ]
what up. got your arrows so just head to this address and you can test them out. and let me just say they KICK ASS. so yeah come get them I only have so much room
[ Though if Kate hadn't known who was making the arrows before, something about the address itself might stick out to her: it's unmistakably the housing given to Company personnel. ]

Of course, that does just make the fact that these are likely to be used for resistance work all the more ironic.
He's dressed casually for his day off, and as soon as he opens the door for Kate, it's with a grin. ]
Heyyy, 'sup. [ At least he's personable...? ] I assume you're here for the— Nah, who am I kidding, got no idea who you are, so you must be.
[ He steps aside and gestures for her to come in. The apartment is sparsely decorated, but neat, almost to the point of giving an impression like Jack doesn't spend much time here. ]
Come on in, kiddo. Oh, yeah, and dunno what info they pass along, but name's Jack, by the way.

[Kate keeps her voice carefully neutral as she follows him inside, eyes searching the apartment instinctively before returning to his face. It's true—that mask is unsettling, but Kate manages to keep herself seeming relaxed and unbothered.]
I'm Kate, remember? Where are those kickass arrows you promised?

Yep, got 'em right here. Which, by the way, gonna guess you get this a lot, but arrows? Like, you know guns exist, right?
[ He laughs, but after twirling the arrow showily in his hand, he offers it for her to take and inspect, though the barbed section isn't out just yet. The structure might make it clear to Kate what it can do, but Jack doesn't quite explain that immediately. Instead he just. Rambles. ]
Well, whatever, you do you, I guess, since you're payin'. Nnnnnot a bad product either, but you might as well call these, I dunno, flesh rippers? Don't shoot someone in the rib cage or you're not gettin' it back, like, pretty sure. Still. Pretty friggin' badass.

[She doesn't offer an explanation for that "defense", since she's too busy inspecting the arrowheads.]

Oh- Oh, yeah, you're gonna love this. Because, I mean. I do.
[ Since Kate has taken one arrow, he picks up another and motions towards the end of it where the "fletching" is. ]
So, first, you have to arm it, because, uh, not kidding about the easy to lose these part. So you don't want the super fun features? Don't toggle this switch. [ He taps his finger against a tiny one that'll stay firmly in place, so it needs intention to be turned on, which he does. ]
The shaft's got a pretty basic accelerometer, so you get it going? Then it's got a delay before it works its magic.
[ Jack tosses the arrow as hard as he can to a cork board that's pretty clearly been target practice for the extra feature for him based on the dents and holes in it. Throwing it with force is enough to trigger it, which is after it embeds itself in the board, about a second later, the spring releases and the sharp spines pop out. Jack crosses his arms with a grin and nods to it. ]
So, yeah. Chunks. You're not pulling that outta someone without taking parts of 'em with you.

[ He draws out the sound as he looks at the board, then shrugs. ]
I mean, it's not impossible? Just move the switch again, it'll retract, all that good stuff, but it's, uh. Not really strong? Like keepin' 'em light also meant that it's just a heavy duty spring in there more or less, but that doesn't give it much leverage if, y'know, somethin's in the way.
[ Jack pauses and considers it, even rubbing his chin lightly with his hand. This isn't something that had occurred to him, because why wouldn't you want to pull out chunks? ]
I mean, it might work? No idea. Probably depends on what you've got it stuck in.
