He watches as Kanda's hands drop away from his weapons with that deliberate slowness, sliding into his pockets and out of sight as though there's no real threat here at all, like he's talking to any old soldier or security detail without the added volatility the Cerberus Unit can dubiously claim. Like he isn't just some leashed animal, his Handler only a few corridors behind.
Giovanni goes on smiling, but there's something sly and knowing in the way he observes the man, a small signifier that he knows what he's doing (or thinks he does), treating him like he's man of similar standing rather than just a thing.
But no matter. He chooses to ignore it.]
As I said, I'm just a fail safe. This is a high profile event after all-- if something goes wrong they'll want a means of eliminating the threat swiftly and unequivocally, hence my presence. But--
[And he shrugs.]
I highly doubt I'll be needed. Besides all that, my primary Handler has been assigned here. They're keeping the leash short, at the moment. Hahah.

Perhaps, given enough time, Giovanni will come to see these little interactions as pieces of humanity, rather than detritus there to mire company-made things down.]
Makes you wonder, doesn't it? Why the extra effort now, between the Company-grade security and personal security warrants... [shrugging, he casts a glance around, as if mildly curious.]
Seems so reactionary, doesn't it?
[But then he cuts his gaze back, to consider the other man, one brow arching at the last bit the other had said.]
That petite woman we'd dropped you with on Leith? That's your primary... handler?

I suppose so. But we're entering volatile times, people are on edge, especially following...well, you know.
[It still sits oddly against his skin, like a bright wash of pain. Remembering the riots. What he did. What very nearly became of him. Almost imperceptibly, he shakes his head.]
It's little wonder they've gone to such effort, considering the kind of people attending this summit.
[And then his chin lifts, just a little, beneath the RAC agent's considering gaze.]

[That woman - she seems to evoke a sense of pride in Giovanni. It's surprising to Kanda, given the dejected state the man had been in when they'd dropped him on her doorstep.
Definitely someone to look into then. See if she was the one responsible for making him (and the rest of his damned unit) the way they are.
Not that he's going to say as much to a loyal dog.

But the conversation doesn't stray in that direction, and as such Giovanni shrugs in turn. Smiles his serrated smile.]
That's how the system works, isn't it? Someone always needs to be placed above the rest, someone always needs to be bottom dog. It's the natural order of things.
[He tilts his head, just a little, in that odd canine way of his.]
Not that I blame them for wanting to assert themselves, given the way humans work. But in the wake of volatile acts they can only expect to be met with volatility in return. All that free will you lot are imbued with-- it seems, to me, a burden.
